China says its offices in the Netherlands help its citizens renew their documents after the Dutch government ordered them shut because of concerns over their activities.
Dutch officials say they are looking into whether these centres are illegal after reports emerged they were used to harass overseas dissidents.
A civil rights group says these missions can be found in more than 30 countries.
