Opposition candidates were absent for the first time in Hong Kong’s district council election on December 10, 2023, after the government overhauled the system to ensure only those deemed as “patriots” would administer the city. The polls saw a record-low turnout of 27.5 per cent, a massive drop from 71.2 per cent in the 2019 election held amid anti-government protests. In 2021, more than 300 district councillors resigned or were disqualified after an oath-taking requirement was put in place under the Beijing-imposed national security law. The remaining opposition councillors were able to complete their full terms, but some decided not to run for re-election under the overhauled system. Those who had wanted to join the race said the pan-democrats were not able to secure any nominations from government-controlled committees.
